The White House has stated that Israel has not yet presented a plan to ensure the safety of civilians in Rafah.


President Biden’s national security adviser, Jake Sullivan, expressed frustration with Israel's lack of a clear plan for the safe evacuation of nearly a million Gazans from Rafah before a potential invasion. Despite the U.S.'s commitment to Israel's defense, Sullivan highlighted the absence of a political strategy to govern Palestinian territory and emphasized the need for a clear endgame in military operations. The U.S. was withholding 2,000-pound bombs from Israel due to concerns about civilian casualties and emphasized the importance of avoiding a major military operation without a clear strategic gain. House Republicans planned to push a bill rebuking Biden for pausing bomb shipments, aiming to turn the arms holdup into an election-year issue. Sullivan also criticized Israel's failure to develop a plan for Gaza's administration post-war and stressed the importance of integrating military operations with a credible plan for Palestinian governance.
