China's ability to target crucial infrastructure in a potential conflict is highlighted by the head of the N.S.A.

China is intensifying its efforts to gain access to critical infrastructure in the United States for potential threats during a conflict, according to the director of the National Security Agency. General Timothy D. Haugh highlighted China's increased cyberefforts and the U.S.'s response to disrupt such activities. He referenced China's attempt to access infrastructure in Guam and the U.S., known as Volt Typhoon, as an example of China's approach to establishing access for potential threats. The NSA also emphasized China's global dominance ambitions and its use of cutting-edge technologies to gain an advantage. General Haugh stressed the need to contest China's actions in cyberspace and disrupt attacks against the U.S. while acknowledging the real threat posed by China.
